Encounter report - how about Inspection report?

These reports are NOT NEW. At the time of this writing 2006-1115, the latest edit is 2005-0508. Do the math. They are 18 months old.

My favorite section is Auditorium Sound and Lighting. Here is the Auditorium Lighting page from the Electrical Encounter Report. Here are the Auditorium Sound pages from the same Electrical Encounter report. Note how the conditions of these systems is 5-Poor. It doesn't get any worse than that. Then why are these systems NOT included in the Capital Plan? Its possible for that the sound system has only one deficiency, but it only has one attribute, which is very odd for such an involved system. Only one attribute? Ummm. Maybe they are glossing over some systems.

These reports are the basis for the Capital Plan. This is just an example. Find other examples of 5-Poor and see if those systems are represented in the Capital Plan for 2005-2009.
